Harare/Moroni, 9 May 2017 (ACBF) – Plans are successfully hatching out for the setting up of a reputable Think Tank to accompany the Government of Comoros deliver on its objectives of economic transformation, thanks to fruitful cooperation between the Comorian Government and the African Capacity Building Foundation (ACBF). A high-level delegation from ACBF led by its Executive Secretary – Prof Emmanuel Nnadozie - will be received by the President of the Indian Ocean archipelago, H.E. Azali Assoumani, this week, in the country’s capital – Moroni.
Prof. Nnadozie will be arriving in Moroni on 10 May 2017 just after a joint Government of Comoros-ACBF workshop to validate a study that maps the way forward for the Think Tank to be set up. The Think Tank would be most likely known as the Center for Analysis and Research on Public Policies.
Aside from reviewing progress on the plans to establish a policy-advisory think tank in the Comoros, the host Government’s officials led by the Vice President (in Charge of the Ministry of the Economy, Planning, Industry, Handicraft, Tourism, Investments, the Private Sector and Land Affairs) – Mr. Ahmed Said Hassani Djaffar - and ACBF officials are expected to explore and agree on a capacity needs assessment for the country.
Such an assessment would review Comoros’s pressing implementation and monitoring and evaluation capacity needs in the key areas relating to its National Development Strategy 2015-2019, which aims to lay the foundations of Comoros becoming an emerging country by 2040. These key areas include increasing the stakes for a strong, viable, durable and inclusive growth; improving the living standards of Comorians through access to basic social services, promoting the optimal use of the country’s natural resources as well as improving on its governance and its resilience ability.
It is to be noted that in its 26 years of working towards a transformed Africa capable of achieving its own development, especially through developing, using and retaining critical skills in sectors such as Science, Technology, Engineering and Mathematics (STEM) as well as in governance, ACBF has helped set up more than 40 vibrant Think Tanks that have become indispensable partners for various Governments across Africa. It is in this sprit that the partnership between the Government of Comoros and ACBF is beginning to take shape with expectations that the archipelago also becomes a member of the Foundation. This relationship has been cultivated for almost a decade.

About the African Capacity Building Foundation
Established in 1991, ACBF builds human and institutional capacity for good governance and economic development in Africa. To date the Foundation has empowered people in governments, parliaments, civil society, private sector and higher education institutions in more than 45 countries and 6 regional economic communities. ACBF supports capacity development across Africa through mobilization and leveraging of resources for capacity development; grants, investments and fund management; knowledge services; promoting innovation in capacity development and capacity development advisory services. The establishment of ACBF was in response to the severity of Africa’s capacity needs, and the challenges of investing in indigenous human capital and institutions in Africa. ACBF interventions are premised on four principles: the centrality of capacity to the development process in Africa; the critical role of a partnership and demand-driven approach in tackling capacity challenges; African ownership and leadership in the capacity development process; and a systematic, sequenced and coordinated approach to the capacity development process that pays attention to capacity retention and utilization.
