IPAR-Rwanda, an ACBF partner, was contracted for the third time by the Prime Minister’s office (PMO) to evaluate the performance contracts for both Central and local institutions to inform the policy of Imihigo. The overall aim was to access the progress made against imihigo set targets and advise on future planning of imihigo targets.
The process of evaluation is an appraisal of achievements against the performance targets set in the planning of imihigo in the areas of economic, social, governance and justice for both central and local government. According to President Paul Kagame, “Imihigo is not about praising individuals or punishing others, it is about changing the lives of our citizens”.
The best performers were formally appreciated by President Kagame at the signing of new performance contracts 2016/2017, on 9 September 2016 at the Kigali Convention Centre.
The evaluation of these performance contracts was successfully conducted by IPAR-Rwanda in partnership with the Prime Minister’s Office
